No Cost Medi-Cal

What is Medi-Cal?

Medi-Cal is health care coverage for low-income families with children, low-income elderly, the blind and people with disabilities. The program is funded by the state and the federal government and is administered by California’s Department of Health Services (DHS).

People who may qualify include:

  • Low-income parents or caretakers and children up to their 21st birthday
  • People age 65 or older
  • Adults over 21 who are legally blind or disabled
  • Low-income pregnant women
  • Persons receiving nursing home care

A person or family must have a monthly income within the program limits. Certain rules also apply to how much property can be owned. A family’s home, furnishings, personal items and one motor vehicle are not counted. The rules differ for single people, married or people with families, children, or for spouses of persons in medical institutions or nursing facilities.

Recipients must be citizens or legal residents. A person who is not a legal resident may be eligible for emergency services.

What services are covered by Medi-Cal?

  • Doctor services
  • Hospital inpatient and outpatient services
  • Nursing home, home health, and hospice care
  • Laboratory tests, x-rays, and radiation treatment
  • Mental health services
  • Vision services
  • Dental services, including dentures
  • Prescription drugs
  • Durable medical equipment and medical supplies
  • Transportation to medical services

How much does Medi-Cal cost?

Medi-Cal is no-cost for persons or families whose monthly income falls within the program limits, after deductions. Deductions are based on factors such as family size, health insurance and working expenses.

A person or family may be asked to pay a “share of cost” if monthly income falls above the limit for free Medi-Cal. If a family is notified that it needs to pay “share of cost” Medi-Cal, that family’s children will usually qualify for the Healthy Families Program.

There are several ways you can apply:

a) In-person at the county social services office
b) With an eligibility worker who is stationed at a clinic or at a community-based organization
c) Children and pregnant women can enroll by using the Healthy Families/Medi-Cal mail-in application
